BAA Information Delivery System (BIDS)

Contract opportunities with the IWTSD can be found on the BAA Information Delivery System (BIDS) at BIDS.IWTSD.gov. BIDS works to support the IWTSD mission through the electronic publication of its annual BAAs (Broad Agency Announcements). BAAs are the solicitation method of choice to bring the most urgent irregular warfare requirements forward for publication. More information about contract opportunities, recent awards, and submitting proposals with the IWTSD can be found on the BIDS website.

To participate in an IWTSD classified BAA and classified industry day, industry partners must:

  • Hold a Facility Clearance Level (FCL) that allows your company to receive, store, and process classified information or your company has an agreement with an organization that does. Company(s) CAGE Code, company(s) name, and company(s) security officer must be verifiable in the National Industrial Security System.
  • If using an agreement with another company, the agreement must be provided to IWTSD at the time of registration. IWTSD does not keep agreements from previous classified BAAs. The agreement must have both parties' address and phone number. The agreement must be signed by both parties in the calendar year of the classified BAA announcement with an expiration date no earlier than the end of the following calendar year. For example, if a classified BAA is announced in calendar year 2025, the agreement must be signed in calendar year 2025 and have an expiration date no earlier than 31 December 2026.
  • Individuals attending the classified Industry Day must hold a valid Secret clearance.
