Tactical Survey System
Background: Under contract with the Department of Defense, the Tactical Survey Group, Inc. developed and delivered a Tactical Survey System that provides a means for responders to visualize the incident scene on selected pre-surveyed and mapped sites for training and real time command and control purposes.
Requirement or Problem: First responders, upon arriving at a facility where there may be a fire, shooter, hostage, etc, have no idea what the building looks like on the inside. They don’t know all points of entry, utility shut offs, fire connection points or points of cover and concealment. The Tactical Survey System gives first responders virtual three dimensional views of all points throughout a facility with embedded tactical data. The current limitation with most GIS systems is that they do not have any interior building information. A system was needed that provides for visualization of building interiors, exteriors and roofs.
Technical Description: The TSS is an incident pre-planning and response solution that provides a "virtual tour" of a structure with an emphasis on local terrain knowledge needed by first responders. It provides enhanced response team training, facility familiarization, and post-event recovery and analysis information. The Tactical Survey™ System utilizes fully spherical immersive imagery embedded with tactical intelligence and polar navigational aids critical to crisis event operations. The Tactical Survey System utilizes field-verified ground and aerial interactive mapping, ingress vector video and a complete tactical database of site/location specific data for first responder operations. The TSS is designed to be used as training/response/reconstruction tools for first responders.
The Tactical Survey™ is delivered on Internet Explorer™ for broad compatibility with installed client information technology infrastructure.
Advantages & Limitations: The TSS is made up of fully immersive 360 degree high resolution digital imagery, along with facility specific data and includes an administration tool, Tac Admin that enables first responders to modify critical information as it changes for a given facility.
TSG has successfully delivered Tactical Survey™ applications covering over 400,000,000 square feet of critical sites. These sites include multiple sensitive military sites, airports, convention centers, rail stations, Multiple NASA sites, and a nuclear power plant.
Characteristics Statements and Specifications: TSS runs on Windows 2000 or XP and utilizes MS Internet Explorer, Java Virtual Machine, and Windows Media Player. Optional software includes Adobe Acrobat Reader and Apple QuickTime Player.
Test and Evaluation Results: The Tactical Survey System has been used for multiple exercises. In August 2007 the port of Tacoma used The Tactical Survey System in a multi agency exercise. Another recent multi agency exercise was conducted in May at Ramey School in Puerto Rico (DoDEA). Full exercise after action reports and contacts are available upon request.

TSG will provide services for the TSS via the GSA schedule, is working to have the equipment listed on the DHS approved equipment list, and has applied for DHS Safety Act Designation.
